<br /> -11- <br /> B. No impervious cover, except roads approved by <br /> the Director pursuant to the requirements of the <br /> Subdivision Ordinance and Master Plan, shall be <br /> allowed within fifty (50) feet of the bank of the <br /> San Marcos or Blanco Rivers within the SMRC. <br /> C. Credit shall be given for the use of pervious <br /> surfaces and materials in direct proportion to the <br /> pervious character of the material. <br /> Sec. 10. Required plans. <br /> A. No final or short form subdivision plat in the <br /> SMRC shall be considered by the Planning Commission <br /> until all plans designed to meet the standards of <br /> pertinent laws, ordinances, regulations and this <br /> ordinance, as required by the Director, have been <br /> approved by the Director. Those plans shall be <br /> submitted to the Director with the site development <br /> plans required by the Drainage and Erosion Control <br /> Ordinance. <br /> B. No building permit for a building within the <br /> SMRC shall be issued until the plans designed to <br /> meet the standards and criteria of this ordinance, <br /> as required by the Director, have been approved by <br /> the Director. <br /> C. No plans and specifications called for in this <br /> ordinance shall be accepted, reviewed or approved <br /> by the Director, or his designated representative, <br /> unless accompanied by the certification of a <br /> registered professional engineer practicing in <br /> Texas that: <br /> 1. The development plan is complete, and <br /> 2. The technical and engineering <br /> requirements of this chapter are met. <br /> Sec. 11. Inspection. <br /> A. In order to protect the health, safety, and <br /> general welfare of the public, the holder of an <br /> approved subdivision plat or building permit within <br /> the SMRC shall permit duly authorized inspectors of <br /> the City of San Marcos, Texas, during reasonable <br /> hours to enter onto the land, tract, parcel or lot <br /> for which the approval was given for the purpose of <br /> determining compliance with the requirements of <br /> this ordinance. Such approval is presumed when a <br /> person files an application under this Ordinance. <br /> B. The City of San Marcos shall cause such <br /> inspections to be made of the land or premises <br /> during development and construction so as to assure <br /> full compliance with all terms, conditions and <br /> requirements of this ordinance. <br /> C. The applicant shall designate one person or <br /> legal entity, with a current address, to which <br /> notice shall be given pursuant to this ordinance. <br /> Sec. 12. Drainage improvements maintenance <br /> criteria. <br /> All development of land required to comply with <br /> the terms of this ordinance shall meet these <br /> requirements: <br />
