<br /> -3- <br /> Sec. 2. Application of ordinance. <br /> A. The Director of Environment and Engineering, <br /> in cooperation with the Directors of Public <br /> Works and Planning, shall ( 1) design and <br /> administer a system, including the use of <br /> necessary forms, that coordinates the <br /> requirements of this ordinance and other <br /> ordinances, ( 2) minimize duplication of <br /> requirements and conflict between ordinances, <br /> and (3) facilitate the expeditious processing <br /> of development applications, to the greatest <br /> practicable extent. <br /> B. Boundaries of the San Marcos River <br /> (SMRC) <br /> 1. The boundaries of the SMRC shall be all <br /> land within an area bounded by the <br /> headwaters of the San Marcos River in <br /> Spring Lake along a line perpendicular to <br /> the flow line of Sink Creek southeast to <br /> the intersection of the Missouri Pacific <br /> Railroad tracks, then southwest along the <br /> Missouri Pacific Railroad tracks to its <br /> intersection with Bugg Lane, then <br /> southeast along Bugg Lane to its <br /> intersection with the Missouri Pacific <br /> Railroad tracks, then southwest along <br /> those tracks, then southeast along <br /> McKinnon Street to its intersection with <br /> Field Street, then south along Field <br /> Street to its intersection with Rogers <br /> Street, then along Rogers Street, <br /> southeast along a line crossing Interstate <br /> 35 to Sherbarb, along Sherbarb to its <br /> intersection with Linda Lane, then <br /> southwest along Linda Lane to its <br /> intersection with River Road, then south <br /> along River Road to a point on River Road <br /> where River Road turns northeast and <br /> intersects with land having soil which is <br /> classified as having a high or severe <br /> water erosion hazard, then southeast along <br /> the San Marcos River and all creeks and <br /> other tributaries of the San Marcos River, <br /> to include the Blanco River for a distance <br /> of one thousand (1000) feet along such <br /> tributatries from their confluence or <br /> merger with the San Marcos River (1) <br /> within the floodplain of the San Marcos <br /> River or a tributary as defined in the <br /> Watershed Plan and Environmental Impact <br /> statement, USDA, <br /> SCS-EIS-WS-(ADM)-78-2(F)-(TX), and on the <br /> Federal Emergency Management <br /> Administration (FEMA) maps for Hays, <br /> Guadalupe, and Caldwell Counties in effect <br /> on the effective date of the ordinance, <br /> (2) within one thousand (1000) feet of the <br /> centerline of the San Marcos River if such <br /> land is classified by the Soil <br /> Conservation Service Soil Surveys of Hays, <br /> Caldwell and Guadalupe Counties, as having <br /> a high or severe water erosion hazard, or <br /> (3) within two hundred (200) feet of the <br /> bank of the San Marcos River, whichever is <br /> the larger area, to the limits of San <br /> Marcos extraterritorial jurisdiction. <br />
