<br /> -4- <br /> Then from the San Marcos' extraterritorial <br /> jurisdiction west and north along the San <br /> Marcos River and all creeks and other <br /> tributaries of the San Marcos River, for a <br /> distance of one thousand (1000) feet along <br /> such tributaries from their confluence or <br /> merger with the San Marcos River and (1) <br /> within the floodplain of the San Marcos <br /> River or a tributary as defined in the <br /> Watershed Plan and Environmental Impact <br /> statement, USDA, <br /> SCS-EIS-WS-(ADM)-78-2(F)-(TX), and on the <br /> Federal Emergency Management <br /> Administration (FE~) maps for Hays, <br /> Guadalupe, and Caldwell Counties in effect <br /> on the effective date of the ordinance, <br /> ( 2) within one thousand feet of the <br /> centerline of the San Marcos River if such <br /> land is classified by the Soil <br /> Conservation Service Soil Surveys of Hays, <br /> Caldwell and Guadalupe Counties, as having <br /> a high or severe water erosion hazard, or <br /> (3) within two hundred (200) feet of the <br /> bank of the San Marcos River, whichever is <br /> the larger area, across Interstate 35 to <br /> C.M. Allen Parkway, then north along C.M. <br /> Allen Parkway to Moon Street, to its <br /> intersection with Woods Street, then <br /> northeast to its intersection with Sessoms <br /> Drive, then north along Ed J.L. Green to a <br /> point where Ed J.L. Green intersects with <br /> the Eckrant-Rock outcrop Complex soil <br /> group, then generally northeast along this <br /> soil group's boundary 1000 feet from the <br /> centerline of the San Marcos River to its <br /> intersection with the beginning point near <br /> the intersection of Ed J.L. Green and West <br /> Laurel, then southeast along a line to the <br /> headwaters of San Marcos River in Spring <br /> Lake. See Annex 1 for the map of the <br /> SMRC. As land is annexed into the City of <br /> San Marcos, and the City's <br /> extraterritorial jurisdiction is extended, <br /> the boundaries of the SMRC shall be <br /> extended automatically without further <br /> action by the City Council. <br /> 2. The Director of Environment and <br /> Engineering shall interpret the boundaries <br /> of the San Marcos River Corridor from <br /> topographic, hydrologic and biological <br /> data based on the above defined <br /> boundaries. <br /> 3. The City Council shall annually, on or <br /> about the anniversary of the effective <br /> date of this ordinance, and with the <br /> assistance of the Director review the <br /> boundaries of the SMRC. The City Council <br /> shall consider in this review and in <br /> considering revising the boundaries: <br /> a. Revised FEMA floodplain maps, <br /> b. Water quality monitoring data, and <br /> c. The effectiveness of this ordinance's <br /> measures which are designed to protect <br /> the river. <br />
