<br />-7- <br /> <br /> <br />Bank: The bank shall be defined as the area <br />contiguous to the floodway as defined in Chapter 5 <br />of the City Code where a continuous slope of <br />thirty-five (35) percent or more ends and becomes <br />less steeply sloped or the edge of the average <br />annual waterline of a watercourse, whichever is <br />greater. The location of the bank shall be <br />determined by the Director based on this <br />definition. <br /> <br />Channelization: Alteration of the natural <br />cross-sectional area and/or profile of a water <br />course to increase the hydraulic efficiency or <br />carrying capacity of an existing waterway. <br /> <br />Development: Construction, building, excavation, <br />dredging, grading, filling, clearing, removing <br />vegetation; provided, however, that pruning and <br />other forms of general and regular maintenance of <br />vegetation on property shall not be considered <br />development. <br /> <br />Director: Director of Environment and Engineering. <br /> <br />Floodplain: Any and all land area adjoining the <br />channel of a river, stream, lake, watercourse, <br />marshy area or other drainage element, which has <br />been or may be inundated by storm water runoff. <br />The extent of the floodplain shall be determined by <br />the crest of a flood having an average frequency of <br />occurrence of once in one hundred (100) years, as <br />established by the Federal Insurance <br />Administration. <br /> <br />Floodway: The channel of a river or other water <br />course and the adjacent land areas that must be <br />reserved in order to discharge the base flood (a <br />100 year storm or the storm that has a 1% chance of <br />occurring in a year) without cumulatively <br />increasing the water surface elevation <br /> <br />Impervious cover: Roads, streets, parking areas, <br />buildings, sidewalks, and other construction <br />covering the natural land surface that is <br />impenetrable to storm water. <br /> <br />Natural drainage: Route of storm water conveyance <br />not significantly affected by development. <br /> <br />Natural state: Substantially the same conditions <br />of the land which existed prior to its development, <br />including, but not limited to, the same type, <br />quality, quantity and distribution of soils, ground <br />cover, vegetation and topographic features. <br /> <br />Restoration: Establishment of plants, grasses and <br />vegetation native to a particular site for the <br />purposes of erosion control and preservation or <br />restoration of biological and physical habitat. <br /> <br />Revegetation: Establishment of plants, grasses and <br />vegetation not necessarily native to a particular <br />site for the purposes of landscaping and erosion <br />control. <br /> <br />Overland drainase: Storm water runoff not confined <br />or routed by any natural or man-made channel such <br />as a creek, swale, drainage ditch or storm sewer. <br />
