<br /> -17- <br /> 2. Platting and zoning may proceed <br /> concurrently or separately at the option <br /> of the PDD applicant. However, in no <br /> case involving zoning (when the proposed <br /> PDD is within the city limits) shall the <br /> Planning Commission approve a final plat <br /> of a PDD until the zoning has been <br /> approved. No variance to this procedure <br /> shall be allowed. <br /> 3. A PDD subdivision plat may be finally <br /> approved by the Planning Commission, if <br /> the PDD is outside the city limits and <br /> within the city's extraterritorial <br /> jurisdiction. <br /> 402. Preapplication Conference <br /> Prior to filing an application for PDD <br /> approval, the prospective applicant shall <br /> request a preapplication conference with the <br /> Director of Planning. Upon receipt of a <br /> request, the Planning Director shall schedule <br /> a conference at the earliest mutually <br /> convenient time. At the conference the <br /> general outline of the PDD proposal, <br /> evidenced schematically by sketch plans, <br /> shall be presented by the applicant. <br /> Thereafter, within a reasonable time, usually <br /> not more than ten (10) days, the Director of <br /> Planning shall furnish the applicant with his <br /> written comments regarding the conference, <br /> including appropriate recommendations to <br /> inform and assist the applicant in the <br /> preparation of his Development Plan. <br /> 403. Zoning <br /> 1. Requirements. All zoning procedures, <br /> including fee payment, shall be in <br /> accordance with Appendix A of the City <br /> Code. <br /> A. Zoning Program. A complete <br /> Development Plan as shown in <br /> Section 404 shall be submitted to <br /> the Director of Planning before <br /> scheduling before the Zoning <br /> Commission. The diagram shall also <br /> indicate the general location of <br /> the property in relation to the <br /> surrounding area. An additional <br /> twelve (12) copies of the <br /> Development Plan shall be submitted <br /> before the PDD zoning case shall be <br /> heard by the City Council if a <br /> reproducible copy is not furnished. <br /> B. Expedited Processing. An applicant <br /> for PDD zoning may request <br /> expedited processing whereby the <br /> public hearing for the zonlng and <br /> Master Plan amendments and <br /> preliminary plat considerations may <br /> be scheduled at a joint meeting of <br /> the Planning and zoning Commission. <br /> A single notice of both the zoning <br />
