<br />Recommendation of Social Services <br />Advisory Board <br />October 20, 1986 <br />Page Five <br /> <br />6. <br /> <br />Program capacity is sound <br /> <br />15 <br /> <br />7. <br /> <br />Administrative capacity is sound <br /> <br />10 <br /> <br />The maximum capacity/effectiveness factor rating is 100 points. <br /> <br />DEFINITIONS AND EXPLANATIONS <br /> <br />PRIORITY RATING <br /> <br />The priority rating decision is based on whether the agency has 75% or <br />more of its funds directed at providing services for the functions <br />cited. <br /> <br />Children are defined as those aged five and under. Elderly are those <br />aged 65 and over. Handicapped are defined as persons who have a <br />physical or mental impairment that substantially limits one or more <br />life activities. Employment training is considered restoration and <br />development to self-sufficiency. <br /> <br />CAPITAL/EFFECTIVENESS FACTORS <br /> <br />Direct services are defined as those services provided directly by the <br />agency to clients such as provision of emergency assistance, food or <br />clothes, intervention services, counseling services, meals, etc. The <br />provision of information, referral of clients to other service <br />providers, and public information programs do not qualify as direct <br />services. Direct services must constitute 50% or more of the proposed <br />services for points to be awarded. <br /> <br />The criterion of city's funding is met if the city's allocation is <br />less that 50% of the program's total cost. This does not mean 50% of <br />the total agency budget, but 50% of the program's budget. <br /> <br />Unduplicated services are provided when the proposing agency is the <br />only agency, regardless of funding source rendering that service in the <br />City. <br /> <br />The criterion of administrative cost is met if the budgeted <br />administrative cost of the total program budget does not exceed 20%. <br />Allowable administrative costs include, and are not limited to, <br />salaries and fringe benefits with proper documentation, the costs of <br />consumable office supplies, costs incurred in the management and <br />evaluation of the project, and costs incurred in the maintenance and <br />operation of a management information system. If there is a program in <br />which administrative personnel also perform direct service delivery <br />such as counseling, one may need to divide those positions on a <br />
