<br />Recommendation of Social Services <br />Advisory Board <br />October 20, 1986 <br />Page six <br /> <br />percentage basis in the administration and direct service columns, <br />based upon submission of job descriptions which reflect actual direct <br />service duties. The percentage split in the Personnel Services <br />category shall be used to determine the related contractual and <br />commodities percentages for administrative and direct service cost. <br />This provision may be waived by the responsible monitoring department <br />pased upon the submission of objective data for utilizing other <br />percentages. <br /> <br />Fiscal capacity is determined to be sound if the following systems are <br />found in compliance with standard audit practices: <br /> <br />- Accounting records on file <br /> <br />- Accounting records up-to-date <br /> <br />- Fiscal reports presented to the board <br />- Tracking system for City funds <br /> <br />- System matches payments to bills <br /> <br />Program capacity is sound if the following factors are found in the <br />agency: <br /> <br />- Programmatic levels exceed 85% of projected goals <br /> <br />- Accurate reports <br /> <br />- Timely correction of reporting errors <br /> <br />- Timely submittal of reports <br /> <br />- Coordinates services with other agencies <br />- unit cost of services are competitive <br /> <br />Administrative capacity is sound if the following factors are found in <br />the agency: <br /> <br />- Proposal complete <br />- Maintains written personnel policies <br /> <br />Maintains written service delivery policies <br /> <br />- Board minutes on file <br />
