1 MINUTES OF THE REGULAR MEETING OF THE CITY COUKCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 10, 1986 PRESENT: Mayor J. E. Younger Mayor Pro-Tern Council Members Betty Jane Kissler Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra William C. Eankins Stephanie Langenkamp Frank Robbins Steve Jenkins Carolyn Liner Myron Galchutt Also Present: Mark hendricks Dan Smith, John Wade, Janace Wade, Sarah Bailey, Tex Hughson, Austin Curlee, Bill haney, Henry Krause, Melissa Millecam, Ralph Gonzales, Jim Byrn, Jack Doughty, Ben Ford and others. Mayor Younger called the meeting to order at 7:30 p.m. Mayor Younger introduced for consideration approval of the minutes of the Regular Meeting of October 27, 1986. Mr. Farr moved for approval of the minutes and Ms. Kissler seconded the motion. Mr. Coddington requested the minutes be changed on Page 7 in the first paragraph to read as follows: ".... Mr. Coddington asked if the City was going to bid out insurance or go with TML, and Mr. Gonzalez stated the Council had given him direction to proceed with TML in Executive Session (Mr. Coddington was not present at that meeting). . . . ." Mr. Farr and Ms. Kissler moved for approval and second, respectively, as per Mr. Coddington's amendment. On roll call for approval of the minutes, the following vote was recorded: AYE: Coddington, Farr, Younger, Guerra, Kissler Nicola. NAY: None. ABSTAIN: Brown. Mayor Younger introduced for consideration approval of the minutes of the Emergency Meeting held October 30, 1986. Mr. Guerra moved for approval of the minutes and Ms. Kissler seconded the motion, which passed unani- mously. Mayor Younger introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN t1ARCOS, TEXAS, AMENDING CHAPTER 30 OF THE SAN MARCOS CODE OF ORDINANCES TO INCLUDE ARTICLE III, DIVISION I TO BE ENTITLED "INDUSTRIAL WASTE ORDINANCE", REGULATING ThE DISCHARGE OF INDUSTRIAL WASTE INTO ThE SANITARY SEWER- AGE SYSTEM AND THE STORM DRAINAGE SYSTEM OF THE CITY OF SAN MARCOS BY DEFINING TERMS, REQUIRING STRUCTURES, PRO- VIDING FOR PERMITS FOR DISCHARGING INDUSTRIAL WASTE INTO A PUBLIC SEWER OR WATERCOURSE, AUTHORIZING DISCONNECTION OF WATER AND/OR SANITARY SEWER SERVICE TO PERSONS VIOLATING THIS ORDINANCE, PROVIDING FOR INSPECTION AND SAMPLING OF INDUSTIRAL WASTE DISCHARGES PROHIBITING THE DISCHARGE OF CERTAIN WASTES INTO PUBLIC SEWERS OR WATERCOURSES, REQUIRING
