65
III/L CITY OF SAN MARCOS

OFFICE MEMORANDUM
'0: City Councilmembers
FROM: MBE Goals Committee
SUBJECT: MBE Review
DATE: September 5, 1985 RE:
The Minority Business Enterprise Program of the San Marcos
Municipal Airport, as approved by the City Council on July
23, 1984, requ1res the goals committee to submit an annual
review of the Airports performance in regard to MBE leases
comparing the actual MBE leasing percentage to that of the
goal, and projected versus actual participation.
After taking into consideration past leasing experiences
and the availability of qualified MBE's and WBE's in the
area capable of supplying services or supplies to the
airport, its tenants and users, a FY85 leasing goal of 1%
was established.
The airport manager, who has primary responsibility for
leasing at the airport, has been trying to encourage min-
ority participation in leases at the airport, but has not
been successful. Two new commercial leases were signed
during the period . . but neither of them were
1n rev1ew,
MBE's.
Given the past leasing experience at the airport and
the lack of businesses capable of providing serV1ces
to the airport, the goals committee 1S again recommending
a 1% leasing goal for the San Marcos Municipal Airport.
-':SM-100
