CITY OF SAN MARCOS <br /> <br /> OFFICE MEMORANDUM <br />ro: AC Gonzalez <br /> City Manager <br />FROM: Ross Allegro <br /> Ass't City Attorney <br />SUBJECT:MBE Rev i ew <br />DATE: September 3, 1985 RE: <br /> The Minority Business Enterprise Program of the San Marcos <br /> Municipal Airport, as adopted by the City Council on July <br /> 23, 1984, requIres the legal department to annually report <br /> the progress and compliance of the MBE Program to the City <br /> Council through the City Manager, and to recommend annual <br /> goal and program changes which may be necessary to improve <br /> the overall effectiveness of the program. <br /> This is the first of such reviews. The goal sought for 1984-85 <br /> was an overall 10% participation by minority business enter- <br /> prises which would include 9% minority-owned and 1% women- <br /> owned businesses (percentages are based on total airport <br /> contract dollars awarded). Review of airport records show <br /> 29% minority-owned participation and 0% women-owned partic- <br /> ipation (see attached report). The airport's construction <br /> project was the only project for which contracts were <br /> executed. <br /> The airport exceeded its overall goal and its minority- <br /> owned goal, but did not achieve participation from women- <br /> owned businesses. According to the airport manager, this <br /> was due to a lack of women-owned businesses capable of <br /> performing the kind of work needed on this construction <br /> project. <br /> The legal department does not recommend any changes to the <br /> program at this time. <br />"';SM-1 00 <br />
