<br />AN ORDINANCE OF TI-lE CITY COUNCIL OF THE CITY OF SAN
<br />MARCOS, TEXAS, SETTING FORTI-l AN ITEMIZED ESTIMATE OF THE
<br />EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE
<br />MUNICIPAL GOVERNMENT OF SAID CITY FOR 'IRE FISCAL YEAR
<br />BEGINNING ON OCIOBER 1, 1985 AND ENDING ON SEPTEMBER 30,
<br />1986, AND APPROPRIATING MONEY FOR 'IRE VARIOUS FUNDS
<br />AND PURroSES OF SUCH ESTIMATE; APPROPRIATING MONEY 10
<br />PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS ON
<br />ALL INDEBTEDNESS; APPROPRIATING FUNDS FROM REVENUE
<br />SHARING ENTITLEMENT NO. 17; PROVIDING A SAVINGS CLAUSE
<br />FOR 'IRE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN
<br />CONFLICT WI'IR THE PROVISIONS OF THIS ORDINANCE;
<br />AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN ADMINISTRATIVE
<br />UNIT ACCOUNTS WI'IR 'IRE APPROVAL OF TI-lE CITY MANAGER AS
<br />PROVIDED IN SECTION 8.17 OF THE CHARTER AND DECLARING AN
<br />EMERGENCY.

<br />
<br />WHEREAS, Section 8.06 of the Charter of the City of San Marcos,
<br />Texas provides that the City Council of said City shall set a time and
<br />place of public hearing on the proposed budget for Lhe City and shall
<br />cause notice of said hearing and a SlllTIl1\a.ry of said budget to be
<br />published in one or more newspapers of general circulation in said
<br />City; and,
<br />
<br />WHEREAS, the City Council of said City, at its special meeting of
<br />July 29,1985, set the date of said hearing and directed that
<br />said notice and budget summary be published; and,
<br />
<br />WHEREAS, said notice and budget SlllTIl1\a.ry were published in at least
<br />one newspaper of general circulation in said City on August 11,1985,
<br />a date at least ten (10) days prior to the date set for said public
<br />hearing on the budget for said City for the fiscal year beginning
<br />October 1, 1985 and ending September 30, 1986; and,
<br />
<br />WHEREAS, said public hearing on said budget was held on
<br />August 26, 1985 , a time at which all interested persons were given an
<br />opportunity to be heard for or against any item or the amount of any
<br />item contained in said budget; and,
<br />
<br />WHEREAS, a public hearing to consider proposed uses of
<br />Revenue Sharing Enti tlement No. 17 Funds was held on August 26, 1985;
<br />and,
<br />
<br />WHEREAS, at least fourteen (14) days have elapsed since the public
<br />hearing on said budget required by the City Charter; and,
<br />
<br />WHEREAS, Section 8.l 7 of the City Charter of the City of San
<br />Marcos, Texas, provides that no expenditure can be made for purchases
<br />and contracts executed by the City unless and until the City Manager
<br />certifies that there is to the credit of such administrative unit a
<br />sufficient unencumbered appropriation to pay for any supplies,
<br />materials, equipment, or contractual services which are requested by
<br />the head of said administrative unit; now, therefore,
<br />
<br />
<br />BE IT ORDAINED BY 'IRE CITY COUNCIL OF TI-lE CITY OF SAN MARCOS,
<br />TEXAS:
<br />
<br />SECTION 1. That the appropriations for the fiscal year beginning
<br />October 1, 1985, and ending September 30, 1986, for the different
<br />administrative units and purposes of the City of San Marcos, Texas, be
<br />fixed and determined for said term in accordance with the expenditures
<br />shown in The City of San Marcos Program and Budget 1985-1986, a copy of
<br />which shall be filed with the person performing the duties of City
<br />Secretary and which is incorporated herein for all intents and
<br />purposes.

<br />SECTION 2. That The City of San Marcos Program and Budget
<br />1985-1986, as shown in words and figures therein be, and is hereby,
<br />approved in all respects and adopted as the budget for the City of San
<br />Marcos, Texas for the fiscal year beginning October 1, 1985 and ending
<br />September 30,1986.
