<br />appropriations be made in accordance wi th said San Marcos Program and <br />Budget 1985-1986. <br /> SECTION 4. That there is hereby appropriated the amount shown <br />in said City of San Marcos Program and Budget 1985-1986 necessary <br />to provide for a sinking fund for the payment of the principal <br />and interest and the retirement of the bonded debt of said <br />Ci ty . <br /> SECTION 5. 'I'hat there is hereby appropriated from revenue <br />sharing funds anticipated to be received from the United States <br />Government, the amounts shown in said City of San Marcos Program and <br />Budget 1985-1986 to the various purposes shown. <br /> SECTION 6. That should any part, portion, or section of this <br />ordinance be declared invalid or inoperative or void for any <br />reason by a court of competent jurisdiction, such decision, opinion or <br />judgment shall in no way af fect the remaining portions, parts, or <br />sections or parts of a section of this ordinance, which provisions <br />shall be, remain and continue to be in full force and effect. <br /> SECTION 7. That all ordinances and appropriations for which <br />provision has heretofore been made are hereby expressly repealed if in <br />conflict with the provisions of this ordinance. <br /> SECTION 8. That line item adjustments within administrative unit <br />accounts can be made with the approval of the City Manager as provided <br />in Section 8.17 of the Charter of the City of San Marcos; however, line <br />item adjustments can only be made between line items budgeted for <br />supplies, materials, equipment, or contractual services within one <br />administrative unit account. <br /> SECTION 9. That the importance of this Ordinance creates an <br />emergency and an linperative public necessity so that the provisions of <br />the Charter requiring that ordinances shall be presented at three <br />separate meetings and that no ordinance shall become effective <br />until the expiration of ten (10) days following the date of its final <br />passage, be suspended, and these provisions are hereby suspended, <br />and this ordinance shall take effect and be in full force and effect <br />from and after its adoption and after its publication in a newspaper <br />of general c i rcula tion within the City as required by the Charter of <br />the Ci ty of San Marcos, Texas. <br />PASSED, APPROVED AND ADOPTED this ~:'~OfæS~Ptember, 1985. <br /> Emmie Craddock ~ <br /> Mayor <br />AtteSd~ <br />c¡j: K.
