Hankins <br />George Boeker <br />Carolyn Liner <br />Betty Oliver <br /> <br />Also Present: Richard Cheatham, Angus McCloud, Don Raines, Dan <br />Corbett, Dan Smith, Buddy Mostyn and others. <br /> <br />Mayor Younger called the meeting to order at 7:00 p.m. <br /> <br />Mr. Coddington moved the Council adjourn into Executive Session <br />pursuant to Article 6252-17, Sections 2(e) and (f) V.A.C.S. to <br />discuss matters where the duties of the City Attoreny to the City <br />pursuant to the Code of Professional Responsibility of the State <br />Bar of Texas clearly conflicts with Article 6252-17; purchase of <br />real property, respectively, and Mr. Farr seconded the motion, <br />which passed unanimously (7:04 p.m.). <br /> <br />Mr. Farr moved the Council reconvene at 9:55 p.m. and <br />Mr. Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced a discussion regarding a proposed <br />amendment to L.U.E. Ordinances regarding half of the charge at <br />the permit stage and the remaining half charge at the certificate <br />of occupancy stage. It was consensus of Council to direct the <br />Legal Department to prepare the Ordinance amendment. <br /> <br />Mayor Younger introduced a discussion whether or not the City <br />wants to support the concept of the proposed Austin-San Antonio <br />Parkway on the East side of Interstate 35 as a viable second <br />transportation corridor linking the region's metropolitan areas <br />and direction for preparation of a Resolution in support thereof. <br />Paul Edwards of the Corridor Council was invited to attend the <br />meeting to provide any information he had to the Council <br />regarding this subject. Mr. Edwards advised the Council other <br />cities in this region will be able to provide input into the <br />Parkway in addition to the Cities along the Parkway. Mr. Farr <br />stated he did not feel the public had been briefed enough <br />regarding the Parkway at this time. Cheryl Carr of the Chamber <br />of Commerce stated the Chamber was unaware of the Parkway until <br />Mayor Younger had brought it to their attention recently, and <br />that they had not had time to study the information to make a <br />decision whether or not to support the Parkway. Mr. Edwards <br />stated he thought the Cities of Lockhart and Seguin are <br />supporting. He stated the Highway Department is being asked to <br />designate the Parkway and prepare an alignment, assessment and <br />impact, which is expected to take 1-1/2 to 2 years to do. Mr. <br />Coddington stated he cannot see any economic advantage in the <br />City of San Marcos supporting the Parkway. Messrs. Coddington <br />and Guerra stated they are opposed to San Marcos supporting the <br />Parkway. Mr. Edwards stated the Corridor Council. has been <br />reviewing transportation routes for 2 years, including loops, <br />bypasses and IH35, which is the first goal of which the Corridor <br />supports, and secondly the Corridor supports new roadways. He <br />stated three different routes were discussed regarding this <br />Parkway: one East of IH35 and two West of IH35. He stated the <br />Corridor Council has adopted a Resolution supporting a roadway <br />East of IH35. Mr. Nicola stated he concurs <br />
