<br /> ~~ ~1W~ <br /> We believe the approach to this project should be divided into three <br /> basic steps. First is the process of listening to your needs and <br /> preferences. This can be supplemented by a questionnaire or some form of <br /> discussion introducing needs that have occured on other projects. The <br /> second step is the presentation of alternatives. Each need or preference <br /> can usually be satisfied by several design solutions. It is the <br /> responsibility of the architect to present the alternate solutions, along <br /> with their effect on the overall project, such as the comparative capital <br /> cost, the life cycle cost-effectiveness, the comparative suitability of <br /> the solution, and the maintenance impact of the solution. The third step <br /> is the incorporation of your selections into the design. By utilizing <br /> this approach, the City can be continuously in touch with, and in control <br /> of, the design process. <br /> 1. DEVELOPMENT OF PROGRAM <br /> The Architect will meet with key staff members to determine the pres- <br /> ent and future needs of the City. Potential problems and solutions <br /> will be introduced by the Architect for consideration by the staff. <br /> Approximately 5 working days following the initial meeting and <br /> follow-up discussions, the Architect will provide the City with a <br /> written Program for review and comment. We propose that this <br /> function be accomplished primarily by Black & Veatch. <br /> 2. SITE SELECTION <br /> Coincident with the Program Development phase of the project, the <br /> Architect will assist the City with site evaluation. The site evalu- <br /> ation will include the comparative suitability of the site locations, <br /> the comparative value of the property (including development costs), <br /> the availability of utilities, the suitability of traffic flow <br /> patterns, the impact on surrounding community functions, and the <br /> potential problems of storm water drainage. We anticipate a written <br /> recommendation and documentation to be delivered to the City in 8 <br /> working days. We propose that this function be accomplished primari- <br /> ly by Jeffrey H. Kester. <br />
