<br /> 3. ARCHITECTS BASIC SERVICE <br /> a. Schematic Design Phase <br /> Based on the Program which was developed in step 1 above, and <br /> modified by the City's c.omments, the Architect will develop a <br /> Schematic Design. This will consist of drawings and diagrams <br /> developing traffic patterns (automobile, pedestrian, and equipment), <br /> space allocation and arrangements, basic building massing, and a <br /> Preliminary Opinion of Probable Cost. Zoning ordinances, building <br /> codes, soils conditions, and storm drainage will be considered in <br /> this phase. We believe this phase can be accomplished in 10 working <br /> days, and propose that it be accomplished primarily by Black & <br /> Veatch, with input from Jeffrey H. Kester on local conditions. <br /> b. Design Development Phase <br /> Following the City's review of the Schematic Design Phase, the <br /> Architect will proceed with the Design Development. During this <br /> phase, the exact building layout and configuration will be designed, <br /> along with the exterior parking and storage areas. The building size <br /> and character, site improvements, and landscaping will be depicted in <br /> sufficient detail to describe the proposed interior and exterior <br /> design to the City. All primary building materials, systems, and <br /> equipment will be proposed in this presentation. A more refined <br /> Opinion of Probable Cost will be included. We believe this phase <br /> will require 10 to 15 working days. We propose that it be primarily <br /> accomplished by Black & Veatch, with input from Jeffrey H. Kester on <br /> site conditions and improvements. <br /> c. Contrac.t Document Phase <br /> After receiving the City's comments on the Design Development Phase, <br /> the Architect will begin the Contract Document Phase. Working <br /> Drawings and Specifications will be prepared which determine the <br /> detail requirements of construction of the project. The drawings <br /> will define the configuration, location and identification of each <br /> item of construction, while the specifications will define the mini- <br /> mum level of quality expected of the Contractor. The specifications <br /> c.an include (if the City has not developed their own standard) the <br /> General Condition of the Contract for Construction, including all <br /> bonding and insurance requirements. At the conclusion of this phase, <br /> a final Opinion of Probable Cost will be developed. This phase will <br /> require about 22 working days. It is proposed this be accomplished <br /> primarily by Black & Veatch. <br />
