Bid or Negotiation Phase <br /> When the Contract Documents are reviewed and approved by the City, <br /> the Architect will, at the City's option, assist in advertising the <br /> project, clarifying questions during bidding, evaluating bids or <br /> negotiating a construction price. It is anticipated that this phase <br /> will take about 30 working days, depending on the City's policies. <br /> We propose that this be accomplished primarily by Jeffrey H. Kester. <br /> e. Construction Phase - Administration of Construction Contract. <br /> Following the award of the Construction Contract, the Architect will <br /> assist the City with the Administration of the Construction Contract. <br /> He will make frequent visits to the site to familiarize himself with <br /> the general progress and quality of the work, and will endeavor to <br /> guard the City against defects and deficiencies in the work. The <br /> Architect will assist the City in the evaluation of the Contractor's <br /> Application for Payment and will assist in the interpretation of the <br /> Contract Documents, and conformity therewith, throughout the progress <br /> of the work. The Architect will review shop drawings and product <br /> data and will prepare change orders with the City's approval. He <br /> will conduct inspections to determine the dates of Substantial <br /> Completion and final completion, and will assist the City in assem- <br /> bling warranties and related documents. We propose that this <br /> function be accomplished primarily by Jeffrey H. Kester. <br /> 4. MASTER PLAN <br /> The Architect will begin considering the Master Plan in the Program <br /> Development and Site Selection Phases of the project, and will refine <br /> these recommendations during the Schematic Design Phase. During the <br /> Construction Phase, the Architect will prepare the written Master <br /> Plan which will serve as a guide for the orderly expansion of each <br /> component of the facility until the site is developed to its full <br /> potential. The plan will take into consideration the expansion of <br /> existing buildings, facilities, and parking areas while utilizing the <br /> most efficient traffic flows. The impact on the surrounding com- <br /> munity will be considered. The Master Plan will be presented in <br /> report form with appropriate documentation and accompanied by colored <br /> graphic exhibits. It is proposed that this task be accomplished <br /> primarily by Black & Veatch. <br />
