MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Thomason, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2013 -74, on the second of two readings, as previously captioned with Staff s <br />recommended changes as provided. The motion carried unanimously. <br />16.Consider approval of Ordinance 2014 -01, on the first of two readings, amending <br />Chapter 82, Article 4, Division 2, Residential Parking, of the City of San Marcos Code of <br />Ordinances for the purpose of establishing a Residential Parking Program; providing a <br />savings clause; providing for the repeal of any conflicting provisions; providing <br />penalties; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, MOTION TO AMEND: Upon a motion made by Council Member Thomaides and <br />a second by Council Member Prather, the City Council voted (7) for and none (0) opposed, to <br />amend by adding "with the assistance of City Staff' at the end of the first of the first sentence in <br />Section (b). The motion carried. MAIN MOTION: <br />the City Council voted (7) for and none (0) opposed, to approve Ordinance 2014 -01 as amended. <br />The motion carried. <br />17.Consider approval of Ordinance 2014 -02, on emergency, amending section 2.566 of the <br />San Marcos City Code to authorize City Manager, Jared H. Miller, to approve change <br />orders to City contracts involving increases or decreases of $50,000 or less; including <br />procedural provisions; declaring an emergency, and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Scott, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2014 -02, <br />on emergency, as previously captioned. The motion carried unanimously. <br />18.Consider approval of Ordinance 2014 -03, on the first of two readings, amending <br />Chapter 2, Article 3 - Boards And Commissions, of the San Marcos City Code as <br />follows: amending Section 2.072 for the purpose of aligning appointments to all City <br />boards and commissions whose membership is wholly appointed by the city council to <br />February of each year with terms to commence March 1 unless otherwise provided in <br />the ordinance, resolution or other law governing a board or commission; amending <br />Section 2.091 to make the membership requirements for the Planning and Zoning <br />Commission consistent with Propositions 2, 3 and 4 approved by the voters in the <br />November 5, 2013, Special Election amending the City Charter; amending Sections <br />2.211 and 2.231 to provide for election of officers at the first meeting following the <br />annual appointment of members; including procedural provisions; and declaring an <br />effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2014 -03, on the first of two readings, as previously captioned. The motion carried <br />unanimously. <br />
