12.Consider approval of Resolution 2014 -03R, adopting guiding principles for the 2014 <br />City of San Marcos Federal Policy Program activities; and declaring an effective date. <br />13.Consider approval of Resolution 2014 -04R, approving a 1.04% adjustment to the rates <br />charged by Texas Disposal Systems, Inc. in accordance with the fourth amended and <br />restated contract for Collection and Disposal of Solid Waste and Recyclable Materials; <br />and declaring an effective date. <br />14.Consider approval of Resolution 2014 -05R, approving a Telephone Hardware and <br />Software master purchase and Maintenance Agreement with Norstan Communications, <br />Inc. d /b /a Black Box Network Services in the total not to exceed amount of $112,435.00 <br />(five annual terms) contingent upon the vendor's timely submission of sufficient <br />insurance in accordance with the attached agreement; authorizing the City Manager or <br />his designee to execute the agreement on behalf of the City and declaring an effective <br />date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Becak, the City Council voted (7) for and none (0) opposed, to approve the consent <br />agenda with the exception of item 10 and 12, which were pulled and considered separately. The <br />motion carried unanimously. <br />(10) MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve <br />Resolution 2014 -01 R. as previously captioned. The motion carried unanimously. <br />(12) MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Thomaides, MOTION TO AMEND: Upon a motion made by Council Member <br />Prather and a second by Council Member Thomaides, the City Council voted seven (7) for and <br />none (0) opposed, to amend by stating "Support legislative opportunities to ensure that accurate <br />and thorough data is collected and protected" and "These data sources should be strengthened, <br />be protected and follow Constitutional Principles." within in the National Data Accuracy Section <br />of the Federal Policy Program, MAIN MOTION: the City Council voted seven (7) for and none <br />(0) opposed, to approve Resolution 2014 -03R, as previously captioned. <br />Non Consent Agenda <br />15.Consider approval of Ordinance 2013 -74, on the second of two readings, amending the <br />San Marcos Smartcode by amending the Sign Standards in Article 7 to provide a <br />method for calculating sign area, to limit the number of projecting signs to one per <br />building facade, to increase the height limitations for projecting signs, to increase the <br />allowable area for a projecting sign, to limit the placement of wall signs, to establish <br />dimensional limits for sign bands, to provide for the location of hanging signs, and to <br />provide illustrative examples relating to various sign types, and amending Article 8 to <br />add a new definition for "Sign Band "; including procedural provisions; and providing <br />an effective date. <br />
