She <br />suggested going through the RFP process. <br />Consent Agenda <br />7. Consider approval of the December 17, 2013 Regular City Council Meeting Minutes. <br />8. Consider approval of Ordinance 2013 -75, on the second of two readings, amending <br />Chapter 82 of the City Code of San Marcos, Texas, by amending Section 82.010 to <br />establish a civil penalty for the offense of passing a stopped school bus; and providing <br />for a civil fine of $300 per violation. <br />9. Consider approval of Ordinance 2013 -76, on the second of two readings, authorizing the <br />partial release of area from the San Marcos Extraterritorial Jurisdiction ( "ETJ ") to the <br />City of Uhland in exchange for the City of Upland's partial release of area from <br />Uhland's ETJ to the City of San Marcos; establishing agreed ETJ boundaries with the <br />City of Uhland, Texas; authorizing the expansion of San Marcos' ETJ, and <br />establishment of an agreed San Marcos - Uhland ETJ boundary; establishing a revised <br />ETJ boundary line for San Marcos; authorizing the Mayor to execute any and all <br />documents for approval and implementation of this Ordinance; providing for an <br />effective date; and providing for severability. <br />IO.Consider approval of Resolution 2014 -01R, authorizing the submission of a grant <br />application to the United States Department of Homeland Security, Federal Emergency <br />Management Agency ("U.S. DHS- FEMA ") for an Assistance to Firefighters Grant in an <br />amount not to exceed $231,756.00 for the purchase of video conferencing equipment for <br />each fire station and road safety systems for frontline apparatus; approving the City's <br />expenditure of local matching funds in an amount not to exceed $23,175.00; authorizing <br />the City Manager or his designee to act on the City's behalf with regard to the <br />submission of this application; authorizing the City Manager or his designee to accept <br />the grant, if awarded, and to execute all contracts and documents with the U.S. DHS- <br />FEMA and other parties as necessary to implement the grant; and declaring an effective <br />date. <br />I LConsider approval of Resolution 2014 -02R, authorizing the City Manager to submit an <br />application for Reclamation Grant Funding from the U.S. Department of the Interior <br />2014 WaterSmart Grant Funds; and declaring an effective date. <br />
