SECTION 1. Chapter 2, Article 3, Boards, Committees and Commissions, is <br />amended as set forth below (underlining indicates added text, str4kethfough indicates <br />deleted text). <br />SECTION 2. Chapter 2, Article 3, Section 2.072 of the San Marcos City Code is <br />amended as follows: <br />Sec. 2.072. Appointments. <br />(a) Appointments to all <br />city boards and commissions whose membership is wholly appointed by <br />the city council shall be in No vem February of each year with terms to <br />commence januar- March 1 unless otherwise provided in the ordinance, <br />resolution or other law governing a board or commission. <br />(b) Appointments to fill vacancies may be made at any time, <br />and will be for the unexpired term. <br />SECTION 3. Chapter 2, Article 3, Section 2.091 of the San Marcos City Code is <br />amended as follows: <br />Sec. 2.091. Membership; eligibility; term of office; training <br />qualification requirements. <br />(a) The planning and zoning commission consists of nine <br />members. <br />(b) To be eligible for appointment and continued service on the <br />commission, all of the commission members except one will reside and <br />own real property in the city, and the remaining members will reside and <br />own real property in the city's extraterritorial jurisdiction. To be eligible <br />for election and continued service as chair of the commission, a <br />commission member must reside in the city and own real property in the <br />city. Effective March 1, 2015, the ETJ member position shall be <br />eliminated and replaced with a member who resides in and owns real <br />property in the city_. <br />(c) The council will seek to ensure broad citizen representation <br />and expertise among the membership which includes eggraphic, <br />professional, gender, racial, and viewpoint diversity in making <br />appointments to the planning and zoning commission. <br />(d) Three members of the planning and zoning commission are <br />appointed each year for staggered three -year terms, with one -third to be <br />appointed each year on a continuing basis. <br />(e) A newly appointed regular member, I I ,,,, � �; �; ° . +� tak%e <br />
