places where parking is prohibited or during such times as when the stopping, <br />standing or parking of vehicles is set aside for specified types of vehicles, nor <br />exempt the holder from observance of any traffic regulation other than the <br />specified parking restrictions. A parking permit confers a privilege only, subject <br />to revocation consistent with Residential Parking Program Guidelines at any time. <br />(m) Officers and employees of the Police Department and Marshal's <br />Office as designated by the city manager or his designees are authorized to <br />enforce this section. <br />(n) The City Manager, Residential Parking Permit Program <br />Coordinator, and the City Traffic Engineer may serve as an administrative <br />committee authorized to establish and amend the Residential Parking Program <br />Guidelines. <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in full force if they can be given effect without the invalid portion. <br />SECTION 3. All ordinances and resolutions or parts of ordinances or resolutions in <br />conflict with this ordinance are repealed. <br />SECTION 4.
