<br /> Methodo logy- <br /> The meU\odology used in this plan involved several steps, as foHows: <br /> 1. The boundaries of the North San Marcos Service Area were selected, <br /> with primary consideration given to the abi11ty to serve an area with a <br /> centrallzed wastewater col1ection and treatment system. The area selected <br /> drains into sect ions of Sink Creek, the B1anco River, and an unnamed trIbutary <br /> of the San Marcos River, but ultimately can be most efficiently served by a <br /> centralized treatment facility located on an l..IO11affied tributary to the San <br /> Marcos River, close to the confluence with the San Marcos River (see <br /> attached map). Table 1 summarizes the acreages in each subbasin. <br /> 2. A land use map was prepared for the 25-square mUe Service Area. The <br /> land uses are based on annual population growth projections for the Austin <br /> MSA, Hays County, the City of San Marcos, and specifical1y the North San <br /> Marcos Service Area. Land uses were determined on the basis of the City's <br /> Comprehensive Plan, topographic and other environmental constraints, access <br /> to roadways, and market considerations. The land use classifications and <br /> densities are compatible with the City's Comprehensive Plan and may be <br /> incorporated as land use amendments to the Comprehensive Plan in late 1985. <br /> They provided a reasonable basis for determining the amount and spatial <br /> distribut ion of future wastewater generation throughout the Service Area. <br /> 3. The land use plan was evaluated over Ume in order to establlsh <br /> buildout schedules for land uses over a 20-year planning period. Two <br /> independent real estate market studies and an analysis of recent development <br /> trends were used to determine the liKely absorption rates for land uses <br /> within the North San Marcos service area. <br /> 4. Wastewater flows were calculated by mulUplying the acreages of each <br /> land use category by living unit equivalents (LUEs). LUEs were calculated <br /> based on the following criteria: <br /> A. 100 gaHons per capita-day of average dry weather now <br /> B. 3 persons per LUE, or 300 gal1ons per day of average dry <br /> weather flow <br /> C. 1000 ga\1ons per acre-day infi1tration/innow a\1owance for <br /> calculation of peak wet-weather flow <br /> -2- <br />
