-
The methodo\ogy used tn this plan involved several steps. as foHows:
1. The boundaries of the North San Marcos Service Area were selected,
w1th pr1mary cons1deration given to the abl1ity to serve an area with a
central1zed wastewater co\1ection and treatment system. The area selected
drains into sections of S1nk Creek. the Blanco River. and an Ul'U"Iamed tributary
of the San Marcos River. but u\timately can be most efficienUy served by a
centraHzed treatment facUity located on an unnamed tributary to the San
Marcos River, close to the confluence with the San Marcos River (see
attached map). Table t summarizes the acreages in each subbasin.
2. A land use map was prepared for the 25-square mt\e Service Area. The
land uses are based on annual population growth projections for the Austin
MSA, Hays County, the City of San Marcos, and specifical1y the North San
Marcos Service Area. Land uses were determined on the basis of the City's
Comprehensive Plan, topographic and other environmental constraints. access
to roadways, and market considerations. The land use classifications and
densities are compatible with the City's Comprehensive Plan and may be
incorporated as land use amendments to the Comprehensive Plan in late 1985.
They provided a reasonable basis for determining the amount a~d spatial
distribution of future wastewater generation throughout the Service Area.
3. The land use plan was evaluated over time in order to establish
bui1dout schedules for land uses over a 20-year planning period. Two
independent real estate market studies and an analysis of recent development
trends were used to determine the 1iKely absorption rates for land uses
wtthtn the North San Marcos service area.
4. Wastewater nows were calculated by mu\tiplying the acreages of each
land use category by Jiving unit equivalents (LUEs). LUEs were calculated
based on the following criteria:
A. too gal\ons per capita-day of average dry weather flow
B. 3 persons per LUE.. or 300 gal1ons per day of average dry
weather flow
C. 1000 ga\1ons per acre-day infiltration/inflow a\1owance for
calculatton of peak wet-weather flow
-2-
