In order to allocate the cost of constructing each facility equitably <br /> among the three entities (Rivergate MUDs, Highridge f1JDs and the City), each <br /> entity is assigned a cost proportional to the share of the capacity required by <br /> that entity. Some <br /> faci Hties, such as the wastewater treatment p1ant. are to be uti1ized and <br /> paid for by a\1 the entities. Other fatUities. such as the Uft station west of <br /> IH 35, will only serve the Rivergate MUDs and the City. <br /> The formulas which are used to aHocate costs to each entity are <br /> presented in Tables 7 A. 7B and 7c. letter symb01s are used in these tab1es to <br /> represent the three entities as follows: -A" '" Rivergate MUDs; -B" '" Highridge <br /> MUDs; and "CM II: City of San Marcos. The tables a1so indicate the actual costs <br /> of each facll ¡ty, allocated to each entity. <br /> Tables 8 ~ 9 present each entity's share of the total construction <br /> costs, including 15X for contingencies and 10X for engineering. <br /> The cost estimates for each of the entities are based on planning <br /> forecasts of probable demands for wastewater service. The costs are <br /> considered preliminary and may need to be revised as deve1opment occurs and <br /> as different portions of the Service Area develop faster than others.
