Rob Roark, San Marcos, addressed the Council regarding bike lanes and issues of broken glass <br />and dirty streets and it being unsafe for cyclists. He asked the Council to please address the <br />cleanliness of the streets of the City. He also addressed Boards and Commissions and asked for <br />positive consideration of the people that want to serve. He continued by speaking about the need <br />for Citizens to have clean water and to listen to those people. <br />Lea Rice, San Marcos, asked the Council to amend the current SmartCode regarding warrants <br />and for the Council to have final approval. She has watched the process and it seems too easy in <br />her opinion. She feels that parking ratio and the ambiguous term "intent "need to be defined. <br />Kathleen O'Connell, Wimberley, addressed the Council regarding the removal of fluoride from <br />the City's water supply and asked the Council to place the discussion on a future agenda. <br />Sam Brannon, San Marcos, addressed the Council regarding the removal of fluoride the City's <br />water supply. He suggested that there be a public hearing on this item and cases presented for <br />and against this item in a public forum. <br />Griffin Spell, San Marcos, addressed the Council regarding Board and Commission <br />appointments and the ordinance that regulates term limits on Boards and Commissions. He <br />asked the Council to use their discretion but he felt that Peggy Jones, Dave Newman, David <br />Peterson, Mason Murphy, <br />Jane Hughson would serve the community well and vouched for their commitment to the <br />community. <br />Consent Agenda <br />7. Consider approval of the February 4, 2014 Regular City Council Meeting Minutes. <br />8. Consider approval of Ordinance 2014 -05, on the second of two readings, amending <br />Chapter 82 of the San Marcos City Code to add a new Article 8, Safe Passing of <br />Vulnerable Road Users; amending Section 82.159 of the San Marcos City Code to make <br />parking in a Bicycle Lane a level three parking violation; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date. <br />9. Consider approval of Ordinance 2014 -06, on the second of two readings, amending <br />Section 2.351 of the San Marcos City Code to change the composition of the Convention <br />And Visitors Bureau Advisory Board by adding the Main Street Manager as a seventh <br />non - voting ex- officio member; including procedural provisions; and providing an <br />effective date. <br />10.Consider approval of Ordinance 2014 -07, on the second of two readings, amending <br />Section 2.369 of the San Marcos City Code to change the composition of the Economic <br />Development Board by removing one position for a CEO /Senior Management Staff <br />Member of a Financial Institution and adding a position for a CEO or Senior Staff <br />Member of a Medium -Sized Company (25 -99 employees) in the City; requiring that the <br />Small Business Owner be a citizen of San Marcos; including procedural provisions; and <br />
