There being no further comments. Mayor Guerrero closed the public hearing at approximately <br />7:31 p.m. <br />MOTION: Upon a motion made by Council Member Scott, and a second by Council Member <br />Prewitt, the City Council voted seven (7) for and none (0) opposed, to deny Ordinance 2014 -14, <br />as previously captioned. The motion carried unanimously. <br />21.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2014 -15, amending various Sections of the Land Development <br />Code as follows: amending Chapter 1, Article 6 by establishing a two year expiration <br />date for permits approving Public Improvements Construction plans; amending <br />Chapter 1, Article 8 by allowing occupancy of buildings prior to completion of certain <br />improvements and adding to the requirements for the City's acceptance of Stormwater <br />Detention and Water Quality Facilities; amending Chapters 5 and 7 by adding new <br />drainage and cut and fill standards and procedures; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date; <br />and consider approval of Ordinance 2014 -15, on the first of two readings. <br />Rey Garcia, Senior Engineer, provided Council with a presentation regarding the amendments to <br />Environmental Regulations within the Land Development Code. <br />Following the Staff presentation Mayor Guerrero opened the public hearing at approximately <br />8:04 p.m. <br />Dianne Wassenich, 11 Tanglewood, addressed the Council on behalf of the San Marcos River <br />Foundation and complimented the Staff and all of their hard work on this and making it easily <br />understood by all. She stated that these are responsible changes that are sorely needed. <br />Bridgette Phillips, 529 Harvey St, addressed the Council in opposition of this item especially <br />regarding Planning and Zoning Commission's decisions being final and them not being elected <br />officials. She asked that the Council have the final approval. <br />There being no further comments. The motion carried unanimously.
