or against Ordinance 2014 -13, granting the consent of the City of San Marcos, Texas, to <br />the creation of LaSalle Municipal Utility District No. 1 within the City's Extraterritorial <br />Jurisdiction; approving a consent agreement; authorizing the City Manager to execute <br />the consent agreement; and providing for an effective date; and consider approval of <br />Ordinance 2014 -13, on the first of two readings. <br />Kristy Stark, Assistant Director of Planning and Development Services, provided Council with a <br />presentation regarding the creation of LaSalle Municipal Utility District No. 1. <br />Following the Staff presentation Mayor Guerrero opened the public hearing at approximately <br />7:17 p.m. <br />There being no comments. Mayor Guerrero closed the public hearing at approximately 7:18 p.m. <br />MOTION: Upon a motion made by Council Member Scott, and a second by Council Member <br />Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2014 -13, on the first of two readings. The motion carried unanimously. <br />20.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2014 -14, amending the Official Zoning Map of the City by <br />rezoning a 16.479 acre, more or less, tract of land out of the Juan Martin de Veramendi <br />League No. 2, located at the intersection of Davis Lane and River Road, from a mix of <br />"MF -24" Multiple- Family Residential district, "FD" Future Development District and <br />"SF -6" Single - Family District to "MF -24" Multiple - Family Residential District; and <br />including procedural provisions; and consider approval of Ordinance 2014 -14, on the <br />first of two readings. <br />Kristi Stark, Assistant Director of Planning and Development Services, provided Council with a <br />presentation regarding rezoning of a tract of land on Davis Lane and River Road. <br />Following the Staff presentation Mayor Guerrero opened the public hearing at approximately <br />7:25 p.m. <br />Eric Peterson, 2108 River Rd, spoke in opposition to this item. He addressed concerns of the <br />increased traffic and the roadway not being able to handle it. <br />Sarah Lee Underwood, 415 Harper Dr, spoke in opposition of this item and stated her concerns <br />regarding River Road right under the railroad trestle. She feels that the City needs to redo River <br />Road. <br />John Noel, Austin, TX from Urban Design, spoke in favor of the item and asked the Council to <br />approve this item on behalf of the applicant. He further addressed some to the concerns <br />referenced by previous opponents. <br />
