MOTION: Upon a motion made by Council Member Thomason, and a second by Council <br />Member Scott, the City Council voted seven (7) for and none (0) opposed, to provide notice to <br />LCRA that we will take another 5% from another source in Jan. 2016, and provide direction to <br />Staff to negotiate a contract for that purpose with a vendor. The motion carried. <br />5. Invocation <br />Karl Brown, retired Methodist pastor provided the invocation. <br />6. Pledges of Allegiance - United States and Texas <br />Trevor Habbit, 4th grade student from Hernandez Elementary led the assembly in the pledges of <br />allegiance. <br />7. 30 Minute Citizen Comment Period <br />Jay Hiebert, addressed the Council regarding the recent smart code warrant request that is being <br />requested by John David Carson and how this project is clearly outside the guidelines, and stated <br />his disapproval of the project. <br />Scott Gregson, San Marcos, spoke in favor of the Council moving forward with adoption of an <br />ordinance to protect cyclists and pedestrians. <br />Kerry Lash, San Marcos, addressed the council representing the cycling community and stated <br />how they are supportive of a safe passing ordinance. <br />Tamara Piper, San Marcos, the owner of Peddle Power and spoke in support of the safe passing <br />ordinance. She believes that this will help protect cyclists and to educate motorists and citizens. <br />Melissa Derrick, San Marcos, spoke in favor of the Safe Passing ordinance and the Residential <br />Parking Permit ordinance. She also addressed the proposed Smartcode warrant that is being <br />requested by John David Carson to allow a 9 story building in downtown. She asked that the <br />Council to overrule the decision of the P &Z. <br />Thom Prentice, San Marcos, addressed the Council regarding the assassination of democracy. <br />Specifically regarding the Cape's camp proposition and the proposition regarding P &Z <br />membership requirements. Like the removal of the ETJ rep and renters being allowed or not <br />being allowed. He stated that he does not trust the government. <br />Graham Daly, San Marcos, addressed the Council regarding the Safe Passing Ordinance and <br />urged the Council to pass this ordinance. <br />Alex Lincoln, San Marcos, addressed the Council as a bike shop owner in San Marcos and spoke <br />in favor of the council moving forward with passing the Safe Passing Ordinance. He providing <br />variance befits to cycling and asked that the council would take it to heart and pass it. <br />
