Don Eyssen, San Marcos, addressed the Council regarding the Smartcode warrant and the <br />possible use of city streets and alleys that are being proposed for use and his opinion of how it <br />will not work. <br />Robin Stallings, Austin, TX, Executive Director of Bike Texas, addressed the Council regarding <br />their education programs that they offer throughout the state and applauded the Council on the <br />proposed Safe Passing Ordinance. He stated that this will be something that the rest of the state <br />will look at and we will be setting an example. This ordinance has the potential to save lives and <br />this will attract a creative class of employees and the employers that hire them. He offered to be <br />a resource. <br />Sara Lee Underwood, San Marcos, would like to be considered for HSAB and also spoke in <br />favor of Nora Miles and Joann Parsons. She also spoke in favor of the Safe Passing Ordinance <br />and she also asked if the street sweepers regularly sweep the bike lanes on River Road. <br />Consent Agenda <br />8. Consider approval of the January 7, 2014 Regular City Council Meeting Minutes. <br />9. Consider approval of Ordinance 2014 -01, on the second of two readings, amending <br />Chapter 82, Article 4, Division 2, Residential Parking, of the City of San Marcos Code of <br />Ordinances for the purpose of establishing a Residential Parking Program; providing a <br />savings clause; providing for the repeal of any conflicting provisions; providing <br />penalties; and providing an effective date. <br />lO.Consider approval of Ordinance 2014 -03, on the second of two readings, amending <br />Chapter 2, Article 3 - Boards And Commissions, of the San Marcos City Code as <br />follows: amending Section 2.072 for the purpose of aligning appointments to all City <br />boards and commissions whose membership is wholly appointed by the city council to <br />February of each year with terms to commence March 1 unless otherwise provided in <br />the ordinance, resolution or other law governing a board or commission; amending <br />Section 2.091 to make the membership requirements for the Planning and Zoning <br />Commission consistent with Propositions 2, 3 and 4 approved by the voters in the <br />November 5, 2013, Special Election amending the City Charter; amending Sections <br />2.211 and 2.231 to provide for election of officers at the first meeting following the <br />annual appointment of members; including procedural provisions; and declaring an <br />effective date. <br />I1.Consider approval of Resolution 2014 -06R, approving the extension of an annual <br />contract with Universal Landscape Services for the provision of lawn maintenance <br />services at an annual cost of $69,022.79; authorizing the Purchasing Manager to execute <br />the appropriate documents related to this contract extension on behalf of the City and <br />declaring an effective date. <br />12.Consider approval of Resolution 2014 -07R, awarding an Indefinite Delivery Indefinite <br />Quantity (IDIQ) Master Contract for concrete construction services to M2 Federal, Inc. <br />
