Pedestrians, ridden or herded animals, vehicles and other conveyances¡ either singly or together, while using any street for pur- poses of travel. Traffic-control signal. Any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed. Vehicle. Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon sta- tionary rails or tracks. SECTION 2. That Section 29-141 of Article VII of Chapter 29 of the Code of Ordinances of the City of San Marcos, Texas, be amended to read as follows: Sec. 29-141. Prohibited in specified places. (a) No person shall stop, stand or park a vehicle, except when necessary to avoid con- flict with other traffic or in compliance with law or the directions of a police offi- cer or traffic-control device, in any of the following places: (1) On a sidewalk or sidewalk area. ( 2) In front of a public or private driveway. (3) within an intersection. ( 4) within fifteen (15) feet of a fire hy- drant, except within an officially marked parking stall. (5) On a crosswalk. ( 6) within twenty (20) feet of a crosswalk at an intersection, except within an officially marked parking stall. ( 7) Within thirty (30) feet upon the approach to any flashing beacon, stop sign, or traffic-control signal located at the side of a roadway. ( 8) Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless a differ- ent length is indicated by signs or markings. (9) Within fifty (50) feet of the nearest rail of a railroad crossing.
