That precincts numbers 11, 12, 13, 14, 16, 20, 30, 34, 36, 44, 45 and 46 shall be polling places for the joint election of the City of San Marcos, Texas and the San Marcos Consolidated Independent School District. SECTION 6. That precincts numbers 10, 15, 21, 31, 47, Martindale and Staples shall be polling places for the San Marcos Consolidated Independent School District election. SECTION 7. That said general election shall be conducted jointly with the San Marcos Consolidated Independent School District Board of Trustees Election pursuant to the terms and conditions of a Joint Election Agreement between said School District and said City approved by the San Marcos City Council on January 30, 1984. SECTION 8. That Janis K. Womack be, and she is hereby appointed clerk for absentee voting for said City and that Julie Villanueva and Susan Newey be, and they are hereby, appointed deputy clerks for absentee voting for said city. SECTION 9. That Roger Fernandez shall be the clerk for absentee voting for said School District. SECTION 10. That absentee voting for said election shall be held at City Hall, 630 East Hopkins Street within said City and at the Administration Building, San Marcos Consolidated Independent School District, 501 South L.B.J. Drive in said City. Said absentee voting shall be conducted during normal working days in the City Hall and in the Administration Building from March 19, 1984 to April 3, 1984, and the hours for absentee voting shall be from 8:00 a.m. to 5:00 p.m. The address of 630 East Hopkins shall be the absentee clerk's mailing address to which ballot applications and ballots voted by mail may be sent. Absentee votes shall be delivered to the San Marcos Public Library at 12:00 noon on April 7, 1984. The Absentee Voting Canvassing Board shall consist of Presiding Judge Mary Louise Thornton and Alternate Judge Mary Cude. Absentee votes shall be counted at the central counting station. The special canvassing board shall perform in accordance with the provisions of Articles 7.15 and 5.05, Texas Election Code. SECTION 11. That an electronic voting system, as the term is defined in Article 7.15, Texas Election Code, shall be utilized in connection with said election. Said system shall be utilized for all absentee voting as well as for all precinct voting conducted on election day. Ample voting equipment shall be provided for absentee voting and in each of the various precincts on election day. The central counting station is established as the Conference Room, San Marcos, City Hall, 630 East Hopkins. The Presiding Judge of the Central Counting Station shall be Dr. Wilbon Davis. The Alternate Judge and Counting Station Supervisor shall be Danny Dever.
