The City of San Marcos is prepared to develop the land in aviation and aviation related facilities when it becomes certain that the land will be conveyed. The City is receiving an increasing number of inquiries from interested corporations and developers who would be able to provide the necessary financial and technical resources to develop the property. 11. The property is needed in the immediate future, not later than the Spring of 1984. 12. The following projects are underway or have applications for aid pending under the Airport Improvement Program (AlP) : 1. Replacement of shattered slabs and overlay portion of apron. 2. New parallel taxiway to runway 12-30. 3. Auto parking lot and miscellaneous drainage. 4. Relocation of airport access road. 5. Overlay of existing runways and taxiways. 6. Installation of visual approach slope indicators (VASI) on runways 12-30 and 17-35. 7. Development of new T-hangar areas. 8. Development of Industrial areas. 9. Acquisition of land for clear zones and approach lights. 13. The City of San Marcos does have the legal authority to accept the conveyance, and will abide by the assurances and covenants required under the conveyance, and particularly in accordance with the requirements of FAR Part 154, Section 154.13. 14. A draft Environmental Impact Assessment will be prepared in accordance with applicable DOT and F.A.A. requirements. 15. If the conveyance displaces any person or the inquisition of an interest in real property that is within the peripheral of the Uniform Relocation Assistance and Real Property Acquisition policy Act of 1970 (URARPAPA), the City will make the assurances required by sections 25.57 (a) (and 25.59 (a» of regulations of the office of the Secretary of Transportation (49 CFR 25).
