<br /> -4- <br /> Many of the facilities are in poor condition and would <br /> require major expenditures to improve them to normal <br /> academic standards; such expenditures could probably be <br /> better spent on other facilities within Gary Job Corps <br /> Complex. <br /> Additionally, the land area is adjacent to aircraft <br /> apron parking which is an extremely valuable commodity <br /> and would cost many thousands of dollars to duplicate at <br /> another airport location. The City is requesting the <br /> land area described so that it will be able to utilize <br /> the apron facilities in conjunction with new aviation <br /> facilities to be constructed as shown on the attached <br /> recommended Terminal Area Plan. This Terminal Area Plan <br /> is extracted from an Airport Master Plan Study that was <br /> completed in 1981; since that time increases in based <br /> aircraft and numbers of aircraft operation anticipated <br /> in the Master Plan Study have already been surpassed. <br /> More than 102 aircraft are now based at San Marcos <br /> Municipal Airport wh i c h compares with 66 aircraft <br /> forecast to be based there by the end of 1983. The <br /> F.A.A. has recently completed the installation of an <br /> instrument landing system which will give the airport <br /> capability for all-weather precision approaches during <br /> extremely poor ceiling and visibility conditions; <br /> further improvements have been funded by the F.A.A. to <br /> permit the airport lighting system to be upgraded and <br /> the instrument runway now has Medium Intensity Runway <br /> Lights, a new rotating beacon, and other improvements. <br /> A new approach lighting system will also be installed <br /> when land becomes available. <br /> These airport improvements, along with the dynamic <br /> growth occurring in the Austin/San Marcos/San Antonio <br /> corridor make the need for adequate, safe and sufficient <br /> airfield and airport facilities more critical with each <br /> passing month. As the airport continues to grow, <br /> expansion of aviation facilities is paramount. <br /> Based upon the Master Planning Studies conducted earlier <br /> and the current operating characteristics at the airport <br /> it is imperative that additonal property within the <br /> terminal area location become available. The Job Corps <br /> facilities, while a viable asset to the Department of <br /> Labor, could be put to better public use if it were <br /> conveyed to the City of San Marcos. <br /> There is no other suitable land that could be developed <br /> as economically or as efficiently as the Job Corps land <br /> requested. <br />
