<br /> -3- <br /> i) Building #7-355 - Approximate age early 50's, large <br /> single story brick and steel in structure. Exterior <br /> condition fair to poor. primarily used to teach brick and <br /> stone masonry. <br /> j) Building #7-358 - Approximate age early 40ls, single <br /> story, all wooden in structure, poor exterior condition, all <br /> windows are boarded up. primarily used as a music facility, <br /> it appeared to not be in use anymore. <br /> All these improvements have been made in place since the early 1940's. <br /> Of these, many are badly in need of repair. All facilities are on the <br /> land to be conveyed except for two, which are in use at this time. <br /> Once the land is conveyed to the City of San Marcos, usage of building <br /> #6-367 (the Fire Department) and building #7-354 (the laundry), will be <br /> retained by Gary Job Corps Center. <br /> The City of San Marcos' intent is not to raze the facilities all <br /> together, but rather lease them out to private factions. Thus, the <br /> buildings will not be improved and remodeled through the use of the <br /> public sector's funds. However, all improvements and remodeling to be <br /> done on these buildingßby a private sector will be done under the <br /> guidance and guidelines the City of San Marcos has set up. <br /> 8. In order to develop and utilize the property for airport <br /> purposes it would be necessary that the City obtain Fee <br /> Title. <br /> 9. Justification of Need: At the present time the City of <br /> San Marcos is experiencing rapid increase in demand for <br /> facilities at San Marcos Municipal Airport, and because <br /> of the airport's role as reliever to Robert Mueller <br /> Airport in Austin, Texas, additional land area will be <br /> required for airport and aviation facilities to develop. <br /> The alternative to conveyance of Gary Job Corps land is <br /> for the City to construct new apron and parking <br /> facilities at other locations and to construct <br /> appropriate taxiways and other surface access roadways <br /> to the new location. The existing facilities currently <br /> being used by Gary Job Corps Center are ideally suited <br /> for additional airport expansion and utilization without <br /> major cost to the City. The Gary Job Corps facilities <br /> presently on or within the boundary of the land area <br /> requested are in large measure in extremely poor <br /> condition and are utilized for activities that could <br /> well be accommodated within other Job Corp facilities. <br /> Continuing to utilize the land area for these relatively <br /> low levels of educational and training activity does not <br /> appear to have an acceptable cost benefit ration nor <br /> does it appear to be the highest and best use of the <br /> land when compared to airport needs. <br />
