. 3. Approach: a. Outline plan of action pertaining to the scope and detail of how the proposed program will be accomplished. The Juvenile Officer, chosen from within the Depa....--tment, will supervise the processing of juveniles taken into custody, make referrals to parents or the appropriate authorities to protect the rights of the juveniles, work with associated agencies to develop guidelines and productive communication when dealing with juveniles, make post-detention investigations, and investigate crimes with juvenile overtones. The Officer will also organize ~ld initiate ~ucational programs in area schools, youth, civic, and PTA organizations. He will speak local groups on issues involving juveniles, meet with juveniles at the schools, and )vide infonnal counseling. The educational programs will include drug and alcohol awareness, - - .:ycle safety, child abuse, the Texas Family Code wi th anphasis on t-Ì'1e rights of juveniles, and child fingerprinting. At present, the Crime Prevention Officer has coordinated this program. and over 325 children were fingerprinted in February and another 500 are scheduled in MarCh alone. This has tremendously increased the workload, but was created due to its importance and overwhelming reception by the conmllmi ty . This will be transferred to the Juvenile Officer to continue to respond to the community's wishes and relieve the Crime Preven- tion Officer to focus on other programs. The program will require the cooperation of the San Marcos Indepe.l1dent School District, the Department of Human Resources, the Juvenile Probation Department, and the Juvenile Court of Hays County. A written agreement of policy has not been COIIlpleted, but will be provided to CJD when approved.
