<br /> Mayor Craddock called the meeting to order at 5:00 p.m.
<br /> Mayor Craddock introduced for consideration adoption of an Ordinance
<br /> on emergency, said Ordinance being read into the record in its entirety,
<br /> as it was not posted 72 hours prior to the meeting, the caption of the
<br /> Ordinance reads as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br /> MARCOS, TEXAS, AMENDING THAT ORDINANCE 1984-70, ADOPTED
<br /> JUNE 13, 1984 DECLARING A BUILDING MORATORIUM FOR
<br /> MULTI-FAMILY DWELLINGS IN PLANNING UNITS 1, 2, 3, 4,
<br /> 5, 52, 53, 18 AND 32, LIMITING THE NUMBER OF L.U.E.'S
<br /> ISSUED FROM REMAINING SEWERAGE TREATMENT CAPACITY, RE-
<br /> QUIRING COMPLIANCE WITH THE MASTER PLAN LAND USE ELE-
<br /> MENT, AND ESTABLISHING A CITIZEN COMMITTEE TO ADVISE
<br /> COUNCIL ON PROBLEM SOLUTIONS TO EXCEPT FROM THE REQUIRE-
<br /> MENTS OF SUCH ORDINANCE INSTITUTIONAL ADDITIONS IN THE
<br /> DESIGNATED PLANNING UNITS; AND DECLARING AN EMERGENCY
<br /> AND PROVIDING FOR AN EFFECTIVE DATE.
<br /> Mr. Coddington moved for adoption of the Ordinance on emergency and
<br /> Ms. Kissler seconded the motion. Mayor Craddock asked Mr. Hankins
<br /> for the definition of institutions, and Mr. Hankins replied institu-
<br /> tions is defined in our Zoning Ordinance as follows, "A nonprofit or-
<br /> ganization or building, public or private, for the benefit of the
<br /> public; or educational facilities, churches, temples, hospitals,
<br /> clubs, fire stations, police stations, libraries, museums, cityof-
<br /> fices, etc. " The Council adopted the Ordinance unanimously (Mr.
<br /> . Farr not present to vote on this item).
<br /> Mayor Craddock introduced a discussion with Freese and Nichols concern-
<br /> ing the repairs of the Sessom sanitary sewerage mains, including time-
<br /> tables, engineering contracts, cost estimates, possible design alter-
<br /> natives, etc. Ray Longoria stated he and Tommy O'Brien were present
<br /> to give the Council their preliminary thoughts and to receive the
<br /> Council's input, but that George Human had worked with them on this
<br /> matter. Mr. O'Brien then reviewed with Council a drawing of the line
<br /> * Mr. Farr present at 5:07 p.m.
