He sald durlng <br />most of replacement or rehabilitation time to the line at leas~ one <br />lane of traffic could remain open. Mr. Farr asked Mr. Boeker lf the <br />estimates included patching or repaving Sessom, and Mr. Boeker stated <br />patching. Ms. Kissler and Mr. Farr indicated it would be better to <br />look at repaving this area, as patching would not hold up, and Mr. <br />Boeker agreed it would be a better investment. Mayor Craddock asked. <br />for a time frame, and Mr. O'Brien replied three months on the sewer Ilne <br />would be a tight schedule. Mr. Coddington asked Mr. O'Brien for a time <br />schedule from the time the contract is signed through completion of the <br />entire line. Mr. O'Brien replied approximately two months for plans <br />and specifications to send to the Health Department, approximately one <br />week's review time by the Health Department, there would be time in- <br />volved if we needed to go through the bidding process (Mr. Hankins <br />interjected at this point to state there is a provision in State law <br />which if the Council determined there was a finding of eminent threat <br />to the River, which was considered a public calamity, then the City <br />could dispense with the bidding process). Mr. O'Brien stated 30 to 40% <br />of the line could be relieved by rerouting to the Sink Creek intercept- <br />or. Sink Creek could take Hughson Heights, Tanglewood and Mimosa Cir- <br />cle off this line. Mr.Brown asked if there was legal recourse if the <br />line was improperly installed many years ago. Mr. Hankins~ated there <br />would be a problem with the statute of limitations and whether or not <br />the City properly inspected the line at the time of its completion. <br />Mr. Boeker stated the line was different sizes in different areas, being <br />15",18" and 24", and Mr. O'Brien stated the City may need to oversize <br />some of the areas of the line where the camera is indicating full capa- <br />city. Mr. Brown asked if this was just a small portion of the problems <br />the City may be experiencing with lines in the City and Messrs. Gonzalez <br />and Boeker indicated that it was. Mr. Boeker indicated we were going to <br />begin cleaning some lines and running camera tests in some of the major <br />trunk lines. Mr. Brown asked if these lines were the main problem of <br />pollution to the River, and Mr.Boeker replied that it is only one of the <br />problems polluting the river and as an example, Mr. Boeker pointed out <br />the inverted cyphon area of the golf course is another source of pollu- <br />tion to the river, which is in the process of being corrected. Mr. <br />Moore indicated pollution of the river should be our top priority to <br />correct. Mr. Gonzalez stated it could run between $500,000-$800,000 <br />to replace or rehabilitate the line. Mr. Brown stated he wanted the <br />City to pursue assistance and involvement of SWT in correcting these <br />problems. Mr. O'Brien indicated Freese and Nichols could prepare al- <br />ternatives for the Council's consideration or replacement of the line. <br />Mr. Farr indicated it may be premature to enter into contractual in- <br />volvement with Freese and Nichols until such time as the additional <br />study is completed that has been discussed. Mr. Gonzalez stated it may <br />be better to obtain additional investigation but it would require addi- <br />tional time and it may be better to contract to proceed on portion we know <br />needs to be replaced. Mr. Coddington asked Mr. O'Brien if there were al- <br />ternatives of better ways to install and/or replace the line, and Mr. <br />
