<br /> -2- <br />(b) An historical district is any area which <br /> includes or encompasses such historic sites, <br /> landmarks, buildings, signs, appurtenances, <br /> structures or objects as the Commission may <br /> determine to be appropriate for historical <br /> preservation. Such designated district or <br /> districts need not be a single enclosed area <br /> nor do the areas or sites have to be <br /> contiguous to constitute a district. <br />( c) Exterior features shall include the <br /> architectural style, general design and <br /> general arrangement of the exterior of a <br /> building or other structure, including the <br /> color, the kind and texture of the building <br /> material and the type and style of all <br /> windows, doors, light fixtures, signs, other <br /> appurtenant fixtures and other natural <br /> features such as trees and shrubbery. <br />(d) Person in charge shall be the person or <br /> persons possessed of the freehold of an <br /> improvement or improvement parcel or a lesser <br /> estate therein, a mortgagee or vendee in <br /> possession, assignee of rents, receiver, <br /> executor, trustee, lessee, agent or any other <br /> person directly or indirectly in control of <br /> an improvement or improvement parcel. <br />Sec. 3. Historic Preservation Commission- <br /> Establishment; compensation; appointment, <br /> number and qualification of members. <br />An Historic Preservation Commission is hereby <br />established and shall serve without pay. Such <br />board shall consist of five ( 5) persons, <br />appointed by the city council from the following <br />sources: <br />( a) One member shall also be a member of <br /> the San Marcos Planning Commission. <br />(b) One member shall be from the <br /> architecture or design field of <br /> expertise. <br />( c) One member shall be a citizen of San <br /> Marcos who has demonstrated an interest <br /> in the history of San Marcos. <br />(d) Two (2) members shall be property <br /> owners within the Belvin Street <br /> Historical District and/or San Antonio <br /> Street Historical District. <br />Sec. 4. Same- Compensation and organization. <br />(a) Members of the Commission shall serve without <br /> pay but shall be reimbursed by the city for <br /> necessary expenses incurred in connection <br /> with their duties. <br />
