<br /> -3- <br />(b) <br /> (1) At their first meeting, the <br /> appointed cormnis sioners shall elect <br /> officers who shall s e rv e for terms <br /> of one year. <br /> ( 2) 'rhe Commission may establish any <br /> rules necessary for the orderly <br /> conduct of its business. <br /> ( 3) All meetings of the Commission shall <br /> be open to the public. <br /> (4) The Commission shall keep a record, <br /> which shall be open to public view, <br /> of its resolutions, proceedings and <br /> actions. <br />Sec. [" Same-Terms of office. <br /> :J. <br />The terms of all members shall be four (4) <br />years. Terms shall expire on the date of the <br />first regular city council meeting in January <br />four (4) years after appointment. No member <br />shall serve more than two ( 2) successive <br />four-year terms. An appointment to fill a casual <br />vacancy shall be only for the unexpired portion <br />of the term. <br />Sec. 6. Same- Meetings. <br />The Commission shall elect from its membership a <br />chair who shall serve for a term of one year and <br />who shall be eligible for reelection. The chai r <br />shall preside over the Cormnission and shall have <br />the right to vote. The Commission shall meet at <br />such times as it may determine, or upon call of <br />the chair thereof; provided, however, that upon <br />the filing of an application for a certificate of <br />appropriateness in the district, the Commission <br />shall meet within fifteen (15) days from the date <br />of ling of such application and shall take <br />action thereon within thirty (30) days after the <br />date of filing such application. If action <br />thereon is not taken within thirty (30) days <br />after the date of filing of such application it <br />shall be deemed to have been recommended for <br />approval and a certificate showing the filing <br />date and the failure to take action on the <br />application within thirty (30) days shall be <br />issued by the Cormnission on demand. A majority <br />of members, appointed pursuant to section 3 of <br />this article, shall constitute a quorum. <br />Sec. 7. Establishment of Historic Districts. <br />(a) Historic districts shall be established by <br /> ordinance and codified in Section 8 of this <br /> Code. <br />
