-3- (b) (1) At their first meeting, the appointed cormnis sioners shall elect officers who shall s e rv e for terms of one year. ( 2) 'rhe Commission may establish any rules necessary for the orderly conduct of its business. ( 3) All meetings of the Commission shall be open to the public. (4) The Commission shall keep a record, which shall be open to public view, of its resolutions, proceedings and actions. Sec. [" Same-Terms of office. :J. The terms of all members shall be four (4) years. Terms shall expire on the date of the first regular city council meeting in January four (4) years after appointment. No member shall serve more than two ( 2) successive four-year terms. An appointment to fill a casual vacancy shall be only for the unexpired portion of the term. Sec. 6. Same- Meetings. The Commission shall elect from its membership a chair who shall serve for a term of one year and who shall be eligible for reelection. The chai r shall preside over the Cormnission and shall have the right to vote. The Commission shall meet at such times as it may determine, or upon call of the chair thereof; provided, however, that upon the filing of an application for a certificate of appropriateness in the district, the Commission shall meet within fifteen (15) days from the date of ling of such application and shall take action thereon within thirty (30) days after the date of filing such application. If action thereon is not taken within thirty (30) days after the date of filing of such application it shall be deemed to have been recommended for approval and a certificate showing the filing date and the failure to take action on the application within thirty (30) days shall be issued by the Cormnission on demand. A majority of members, appointed pursuant to section 3 of this article, shall constitute a quorum. Sec. 7. Establishment of Historic Districts. (a) Historic districts shall be established by ordinance and codified in Section 8 of this Code.
