<br /> -4- <br />(b) Before the establishment of an historic <br /> district, the Historic Preservation <br /> Commission shall conduct studies and research <br /> and make a report on the historic <br /> significance of the exteriors of buildings, <br /> structures, features, sites, objects and <br /> surroundings in the city. The Commission <br /> report shall contain recommendations <br /> concerning the area(s) to be included in the <br /> proposed historic districts. <br />(c) Copies of the report shall be transmitted for <br /> review and recommendation to the zoning <br /> coTIm1Ìssion, to the state historical <br /> commission, and to the state historical <br /> advisory council. Sixty days after the <br /> transmittal, the Commission shall hold a <br /> public hearing thereon after due notice, <br /> which shall include a written notice to the <br /> owners of all properties to be included in <br /> such district(s). <br />(d) After said public hearing the Conunission <br /> shall submit a final report with its <br /> recormnenda tions and those of the zoning <br /> commission and a draft of a proposed <br /> ordinance to the City Council for its action. <br />Sec. 8. Established historical districts and <br /> landmarks. <br />(a) There are hereby established the following <br /> historical districts within the corporate <br /> limits of the city: <br /> ( 1) The boundaries of the Belvin Street <br /> Historical District shall be as set <br /> forth in Exhibit II A" attached <br /> hereto. <br /> (2) The boundaries of the San Antonio <br /> Street Historical District shall be <br /> as set forth in Exhibit "B" attached <br /> hereto. <br />(b) There are hereby established the following <br /> historical landmarks within the corporate <br /> limits of the city: <br />Sec. 9. Designation of historic landmarks. <br />(a) Upon recommendation of the Historic <br /> Preservation Commission and upon review by <br /> the Zoning Commission, the city council may, <br /> after holding a public hearing preceded by <br /> giving sufficient written notice to the <br /> owners and occupan"ts of the affected property <br /> and posting notice in its normal manner, <br /> adopt an ordinance designating one or more <br /> historic landmarks on the following criteria: <br /> ( 1) historical, architectural and <br /> cultural significance; <br />
