S.W.T.--An estimate of additional capacity requirements for SWT has been determined at 32 LUE's. The University might be required to pay $11,200 ($350 x 32 .LUE ' s) now and then $900 per LUE if they use above 'the base established for the University. The use ab ov e the base will be determined January of 1985. Any wastewater use above the base plus 32 LUE's would be subject to a charge of $l,250/LUE. In order to raise funding for the package plant up front, contributions will be so~icited from development interests. These contributions will assist the City in determining the appropriate Slze of the pac1>age plant and red~ce financing costs. These contributions will not represent commitments for any other permit approval, but. will only reserve sewerage capacity on the package plant for the contributor. The pr.ocess for arrang1ng for financing of the plant would be as follows: a. Developer interest 1S demonstrated by letters to Council stating future needs. b. Council decides, on the basis of interest shown, what size plant will be built. c. Engineer proceeds with plans, specifications and state approval. d. Letters of credit from developers are solicited until % of the plant capacity is committed. These letters of credit will be based on a fee per LUE and will be callable upon execution of the contract between the City and proposed vendor. e. Once % of the package plant capacity is committed, the contract for the package plant will be bid, awarded and built. f. After the contract for the package plant is awarded, LUE charges for the interim capacity will be 20% more than the original price. g. If a developer cannot use their package plant LUE's, they may sell them back to the City. However, it will be solely up to the City whether or not to buy them back. The package plant LUE's are not otherwise transferable.
