<br />Moratorium Report <br />Page 8 <br /> For the areas of concern, it is not reconunended that a mora tori UJrl <br />be extended, but that careful attention be given to see that scheduling <br />for needed improvements in the areas is developed and followed. <br />Further, it should be made quite clear by City Council that future <br />moratoriums, if needed, will not affect building permits then in <br /> - <br />process. Rather, the City ~hould monitor developments 1n these areas <br />and stop, if necessary, development only for new building permit <br />applications. <br /> Continued efforts are needed to bring on-line facility <br />improvements to handle development in preferred growth areas. These <br />improvements will also benefit adjacent segments of the City. <br />Sustained effort to develop a water capital recovery fee is recommended <br />(and is discussed later) to pay for utility improvements. <br /> Various projects, proposed studies, and possible courses of action <br />are cited in Appendices E and G. City Council needs to consider the <br />proposals carefully and give appropriate direction to staff to proceed <br />with implementation of these measures. <br />CAPITAL RECOVERY FEES <br />Wastewater <br /> Further modifications are needed to the capital recovery program. <br /> Among them are: <br /> 1. Restaurants--See Appendix H for proposed revision <br /> 2. Clarification of Future Reservation--See Appendix H <br /> 3. Interium Capaci.ty Section--See Appendix F for outline of <br /> proposed revisions. <br />Water <br /> Adoption of a capital recovery fee program can be developed <br /> utilizing the finding of Freese and Nichols to justify the fee to <br /> be charged. An ordinance, which essentially tracks the language <br /> of the Wastewater CRF Ordinance, needs to be developed for Council <br /> action. Mr. Hankins estimates this ordinance might be ready by <br /> August 15, 1984. <br />
