Should the moratoriwn be extended? If so, to specific areas <br /> or throughout the City? Under what terms should it be <br /> extended? <br /> 2. will the Zoning Ordinance revisions be passed? <br /> 3. will commitments be given to provide for rate increases <br /> needed for capital improvements? will additional capital <br /> improvement projects be added? <br /> 4. will a water capital recovery fee be passed? <br />
