With the budget process also beginning, it <br />is going to be a most difficult time for the Council and the staff to <br />resolve these 1ssues. The effort can result in success only if all <br />parties--the Council, staff, city committees, developers, existing home <br />owners, etc.--work together. If everyone decides to fight one another, <br />we will all suffer. <br />
