GON ZALE Z, CITY MAi~AGER <br />SUBJECT: REPORT DUE AT THE CONCLUSION OF APRIL 1984 HORATORIUH <br />INTRODUCTION <br /> On April 9, 1984, City Council established a building moratorium <br />which affected construction within planning areas 1, 2, 3, 4, 10 and 17 <br />and most multifamily construction throughout the City (See Appendix A, <br />Ordinance establishing moratorium as amended). The Council's action <br />was based on the observation that grow~l in the City was not developing <br />in conformance with the City's Master Plan; was overburdening City <br />services to a critical point; and, was threatening vital natural <br />resources. The moratorium was an effort to temporarily restrain <br />development to give staff time to develop alternatives, revise <br />appropriate ordinances, outline specific courses of action needed, and <br />take other steps, to prepare the City for this growth. This report <br />will sununarize the staff's activities during the last fifty (50) days; <br />make reconunendations for action to be taken by the Council; and; <br />define future problems and projects which simply cannot be addressed at <br />this time given the resources available. <br /> Soon after the moratorium was established, the City Manager <br />prepared a list of activities and/or studies to be accomplished during <br />the moratorium (See Appendix B). The list proved to be ambitious, but <br />has given the staff direction from which to proceed. While this report <br />will leave many issues unresolved, it will highlight many significant <br />accomplishments achieved over a relatively short amount of time. <br />REVISION OF ORDINANCES <br /> The Planning and Legal staff has been working vigorously to modify <br />the Zoning, Subdivision, and Interim Drainage and Erosion Control <br />(IDEC) Ordinances to bring them in conformance with the Master Plan. <br />Among the major changes include: <br />
