This agreement <br /> might provide the foundation for a utility expansion <br /> policy which would affect subdivision development even <br /> beyond the City's extraterritorial jurisdiction. <br /> 3. These changes will result in increased manpower <br /> requirement to inspect and implement the provisions of <br /> this ordinance. <br /> C. IDEC (expected Council action July 1, 1984): <br /> The primary change expected now is to clarify Section 2. (a) <br /> which currently makes this ordinance applicable only within <br /> the City limits. The change will extend the City's IDEC <br /> jurisdiction vis-a-vis the Subdivision Ordinance into the <br /> City's ETJ. This action will have a significant impact on <br /> growth in the ETJ. It will also result in a significant <br /> increase in work for City staff. <br /> D. Master Plan/Land Use Map Changes: <br /> 1. 'The Council has already received two applications for <br /> l1aster Plan/Land Use Map changes. Staff intends to <br /> pursue studying the requests; however, we reconunend no <br /> action be taken on them until a broader review is made. <br /> 2. In addition, three (3) additional applications have been <br /> received by staff. While the staff had intended to <br /> process these requests, the City's Charter provides in <br /> Section 7.06 that the Planning conunission 1S required <br /> to: <br /> . . . (c) Submi.t annually to the City Council and <br /> Zoning Commission, not less than one hundred twenty <br /> (120) days prior to the beginning of the fi scal <br /> year, a list of recommended changes, if any, in the <br /> Master Plan. <br /> This Charter provision apparently attempts to limit <br /> Master Plan amendments to once per year, near the end of <br /> the fiscal year.
