All areas in this category are faced with <br /> some major utility difficulty or environmental issue. <br /> 3. Preferred Growth Areas <br /> In conformance with the Master Plan, these areas still appear <br /> to be best suited for growth. While utilities may not now be <br /> available, current and/or future extension policies will <br /> direct development to pay for most, if not all, of the cost <br /> for utility expansion. While new growth will represent a <br /> burden on the City's short-term cash flow, development in <br /> those areas should represent a long-term economic plus for <br /> the City. <br /> 4. Other Areas (not designated on map): <br /> These areas are generally developed, or are 1n situations <br /> where they cannot be developed. These zones could become <br /> Areas of Concern if growth continues without the City <br /> upgrading its infrastructure. Anticipated system <br /> improvements are designed to provide direct and indirect <br /> benefits throughout the City which should help alleviate <br /> existing serV1ce problems as well as prevent degradation of <br /> service levels for the Other Areas. <br /> SYSTEM IMPROVEMENTS <br /> Appendix E outlines capital improvement projects to be constructed <br /> over the next five years. In compiling the list, it became even <br /> more obvious to staff just how much work will be required 1n a <br /> short amount of time to accomplish these projects. The City can <br /> either contract specific tasks to private companies or utilize <br /> bond funds to build internal capacity to accomplish the same <br /> results. Basic policy decisions will soon be posed to the Council <br /> in this regard. <br /> Also, it should be kept in mind, the schedule is based on <br /> priorities as were seen two years ago. With changes in the <br /> direction of--or pressure for--growth, priorities should be <br />
