In addition, the Council <br /> should take advantage of every opportunity to leverage City <br /> funding with outside revenues (e.g., Federal or state government, <br /> developers, county, etc.). <br /> WASTEWATER INTERIM CAPACITY <br /> During the last 50 days, special attention has been given to the <br /> problem of generating additional wastewater plant capacity. The <br /> reasons for the concern are: <br /> 1. With only 150 LUE's remaining (as of June 1, 1984), the City <br /> is nearing the point of totally overloading its present <br /> system. Significant plant capacity increase is not expected <br /> for 18 months; <br /> 2. With increased publicity given to the problems of the City's <br /> Plant #1 and the Blanco River, the State has stepped up its <br /> efforts to force the City to comply with permit requirements. <br /> While the City has done everything possible and while much of <br /> the difficulty with the Blanco River can be attributed to <br /> extremely low river flows and increased upstream development <br /> served by septic tanks, the State is applying greater <br /> pressure for us to reduce the flow into Plant #1; and, <br /> 3. If the Wastewater Plants become overloaded and/or the State <br /> shuts the City down, great economic harm to the City will <br /> result. Construction will stop which will have a ripple <br /> effect throughout the conununity. Greater pressure for <br /> development outside the City will mount, reducing the City's <br /> ability to control its future. Increased development ouside <br /> the City will further endanger the environment and will <br /> reduce funds which the City needs to improve the sewerage <br /> collection system (Capital Recovery Fees). <br /> To avoid these problems, the staff has generated a possible <br /> solution--to develop a package plant. Appendix F outlines major <br /> points of the proposal. Council action is needed inunediately to <br /> address the issue. <br />
