<br />-49- <br /> <br /> <br />6. To promote the most desirable uses of land <br />and the direction of building development <br />in accord with the Master Plan. <br /> <br />7. To promote the stability of developments; to <br />strengthen the economic base of the city; to <br />protect the character of the district and <br />adjacent districts; to conserve the value <br />of land and buildings, and to protect the city's <br />tax base. <br /> <br />8. To promote the most efficient use of city <br />facilities and services. <br /> <br />B. Permitted uses: <br /> <br />1. Planned unit developments in accordance with <br />the subdivision ordinance requirements regarding <br />planned unit developments. <br /> <br />C. Prohibited uses: <br /> <br />1. Any building erected or land used for other <br />than the use shown on the planned unit development <br />plan as approved by the zoning commission, and <br />as recorded with the chief building inspector. <br /> <br />2. Any use of property that does not meet the <br />required minimum lot size; front, side and <br />rear yard dimension; and/or lot width; or <br />exceeds the maximum height, building coverage <br />or density per gross acre as shown in the <br />recorded development plan, and approved by the <br />zoning commission. <br /> <br />Section 35. Specific Use Permits. <br /> <br />A. Purpose: The purpose of the regulations 1n <br />this section is to allow the compatible and orderly <br />development, within the city, of uses which may be <br />suitable only in certain locations in a zoning district <br />if developed in a specific way or only for a limited <br />period of time. A use permit is required for all <br />specific uses as set forth in the specific use paragraph <br />of each use district. At no time may a structure or <br />property be adapted to a specific use without first <br />obtaining a use permit. <br /> <br />B. Approval procedure, responsibility and appeals: <br />The director of planning shall have the responsibility <br />for processing all use permits required for specific <br />uses and presenting them to the zoning commission for <br />processing as described below. The following procedures <br />shall be complied with prior to the approval or denial <br />of any use permit: <br /> <br />1. Notice to all owners of real property as <br />determined by the most recently approved City <br />tax roll, within two hundred (200) feet of the <br />property for which application has been made <br />shall be mailed, but in no case shall this <br />notification occur less than ten (10) nor <br />more than twenty (20) working days prior to <br />consideration at a meeting of the zoning <br />commission to consider such application. <br /> <br />2. Application concerning specific use permit shall <br />be automatically referred to the zoning commission <br />
