68 ORDINANCE 1984-72 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAl'J MARCOS, TEXAS AMENDING SECTIONS l(b), l(c), l(e), 1(£), 2(a) AND 2(b) OF APPENDIX F, INTERIM DRAINAGE AND EROSION CONTROL ORDINANCE, OF THE CODE OF ORDINANCES OF THE CITY OF SAl'J MARCOS, TEXAS TO EXTEND THE APPLICATION OF SUCH ORDINANCE TO TERRITORY WITHIN 'l'HE EXTRATERRITORIAL JURISDICTION OF SAID CITY; AMENDING SECTIONS l(a), l(d) AND 1 (f) OF SAID ORDINANCE TO ADD A FINDING THAT SAID COUNCIL IS A TRUSTEE OF PORTIONS OF THE BLANCO RIVER Al'JD TO ADD TO ITS OBJECTIVES THE PROTECTION OF PORTIONS OF THE BLANCO RIVER; AMENDING SECTIONS 2(b), 2(c) AND 2(e) OF SAID ORDINANCE TO DELETE THE EXEMPTION FROM THE REQUIREMENTS OF SAID ORDINANCE FOR NEW DEVELOPMENT OR CONSTRUCTION OF NEW STRUCTURES ON PREVIOUSLY PLATTED LAND ZONED R-l, TH OR R-2; ADDING A PROVISION THAT ALL LAND TO BE DEVELOPED OR FURTHER DEVELOPED WITHIN SAID CITY AND ITS EXTRATERRITORIAL JURISDICTION SHALL COMPLY WITH THE REQUIREMENTS OF SAID ORDINANCE; AMENDING SECTIONS 3(a) AND 9(c) BY CHANGING "THE DEPARTMENT OF PUBLIC WORKS" AND "THE PUBLIC WORKS DEPARTMENT" TO "THE CITY ENGINEER"; CLARIFYING THE FEE REQUIREMENTS FOR REJECTED APPLICATIONS IN SECTION 14; AMENDING SECTION 15 OF SAID ORDINANCE TO INCREASE THE AMOUNT OF FINES FOR CONVICTIONS FOR VIOLATIONS OF SAID ORDINANCE, IN COMPLIANCE WITH STATE LAW; RE-NUMBERING CERTAIN SECTIONS OF SAID ORDINANCE; PROVIDING FOR THE PROMULGATION OF STANDARDS, REGULATIONS AND GUIDELINES BY THE CITY ENGINEER; SUBSTITUTING "CI'rY ENGINEER" FOR "DIRECTOR OF PUBLIC WORKS" WHEREVER THE LA'l'TER PHRASE APPEARS; AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. That Section l(a) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows: Section 1. Findings and objectives. The city council of the City o£ San Marcos, Texas, hereby makes the following findings: (a) The city council of the City of San Marcos, Texas, is a trustee of the natural environment of the San Marcos River, the Edwards Aquifer, the Balcones Escarpment, portions of the Blanco River, portions of the Texas Hill Country and the related watersheds for future generations of citizens of San Marcos and its environs. SECTION 2. That Section l(b) of Appendix F, Interim Drainage and Erosion Control Ordinance, of the Code of Ordinances of the City of San Marcos, Texas be amended to read as follows:
